After the twelve spies returned from Canaan, ten gave a fearful report, and the people grumbled against God, wishing to return to Egypt (Numbers 14:1-4). In response, God declared judgment: that generation would not enter the Promised Land, but would wander forty years in the wilderness until they perished, except for Joshua and Caleb (Numbers 14:28-30). Verse 21 comes in the midst of this pronouncement, as God answers Moses’ intercession.
