“Let the heavens rejoice, and let the earth be glad; let the sea roar, and the fulness thereof.”

Psalm 96:11 (KJV) says: Let the heavens rejoice, and let the earth be glad; let the sea roar, and the fulness thereof.

Context of the Psalm: Psalm 96 is a psalm of praise and thanksgiving. It encourages people to worship and give glory to God for His marvelous works and righteous judgments. The psalm calls for all creation, including the heavens, the earth, the sea, and everything in them, to rejoice and praise God.

Let the heavens rejoice: The psalmist calls upon the heavens to rejoice. The fulness thereof: The phrase “the fulness thereof” refers to everything within the sea. It encompasses all the creatures, plants, and resources that the sea contains.
