Hosea 10:11

Hosea, one of the minor prophets in the Old Testament, was called by God to deliver His message to the northern kingdom of Israel during a time of great spiritual decline and idolatry. The book of Hosea contains prophecies of judgment against Israel for their unfaithfulness to God.
In this verse Ephraim is used symbolically to represent the northern kingdom of Israel. Ephraim was one of the twelve tribes and the dominant tribe in the northern kingdom, often employed synonymously with the whole nation. The description of Ephraim as a trained heifer that loves her corn depicts a period of relative prosperity and complacency.
The phrase “I will put a yoke upon her fair neck” signifies God’s judgment and punishment, representing the burden of captivity and oppression that would come as a consequence of disobedience. “I will ride on Ephraim’s back” indicates that God Himself will exercise dominion over Ephraim, foreshadowing the impending invasion and exile that Israel would experience at the hands of the Assyrians.
God’s declaration, “I will feed her, but let her have the use thereof,” conveys both provision and a subtle warning. While God supplies the needs of the people, He also allows them to experience the consequences of their own choices, implying that reliance on divine blessing without obedience may lead to hardship.
The mention of Judah and Jacob—“Judah shall plow, and Jacob shall break his clods”—shows that these southern tribes would also face judgment and exile, though their punishment would come later than that of Ephraim. The imagery of plowing and breaking clods signifies the toil and hardship that will befall them as a result of sin and rebellion against God.
