In Joshua 20, the Lord commands Joshua to set apart six cities of refuge, which would serve as safe havens for individuals who unintentionally caused the death of another person. These cities were to be accessible to anyone seeking refuge from avengers of blood. The cities appointed were Kedesh, Shechem, Hebron, Bezer, Ramoth, and Golan.
When someone accidentally caused the death of another, they could flee to one of these cities and present their case to the elders at the city gate. The elders would then offer them protection and not deliver them into the hands of the avenger until a fair trial could be held. If the person was found guilty of intentional murder, they would be handed over to the avenger. However, if it was determined to be an unintentional act, they would remain in the city of refuge until the death of the high priest, at which point they could return to their own land without fear.
By establishing these cities of refuge, the Lord ensured justice and mercy for those who unintentionally caused harm, while also upholding the value of human life. These cities were a demonstration of God’s provision and protection for His people.
