Proverbs 21:10

“The soul of the wicked desireth evil: his neighbour findeth no favour in his eyes.”

Context:Proverbs is a book of wisdom literature in the Bible, attributed to King Solomon. It contains practical advice and observations about life, relationships, and moral values.
