Isaiah 9:21

Manasseh, Ephraim; and Ephraim, Manasseh: and they together shall be against Judah. For all this his anger is not turned away, but his hand is stretched out still.

Isaiah 9:21 (KJV)

Isaiah 9:21 concludes a judgment oracle (Isaiah 9:8-21) against the northern kingdom of Israel. The verse names Manasseh and Ephraim, two tribes representing that kingdom. Their parallel mention emphasizes a united front against Judah, signaling intense conflict between the northern and southern kingdoms.

The phrase “they together shall be against Judah” points to a historical reality where the northern kingdom acted hostile toward Judah. The Hebrew verb rendered “devour” in many translations indicates mutual destruction, not mere rivalry, fulfilling the earlier imagery of people consuming “the flesh of his own arm” (Isaiah 9:20). This internal collapse shows how sin leads to self-destruction, as brothers devour one another. The refrain “his anger is not turned away, but his hand is stretched out still” conveys that divine discipline remains active and further consequences are imminent. The stretched-out hand symbolizes ongoing judgment, not merely a warning, because the people have not repented.

The broader passage describes calamities—invading armies, oppression, and destruction—because the people refuse to turn back to God. Scholars commonly associate this prophecy with the Assyrian invasion and exile. The internal strife among the tribes fulfills the earlier imagery of people consuming “the flesh of his own arm” (Isaiah 9:20), showing that sin’s self-destructive power is a recurring theme in the oracle.

Isaiah 9:21 serves as a stark reminder of the results of rebellion against God. It underscores the necessity of repentance, highlights God’s unwavering faithfulness to His word, and affirms His commitment to justice. The verse calls readers to recognize the seriousness of divine judgment and to respond with humility and obedience, lest they experience the same fate as the unrepentant tribes.
