Context
Abraham, traveling with Sarah, told Abimelech that she was his sister because he feared the people of Gerar would kill him to take her. Abimelech, unaware she was married, took her into his household. Before he touched her, God warned him in a dream that he was a dead man because the woman belonged to another man.
Meaning
Abimelech’s words show his innocence in this matter. The phrase “had not come near her” is a Hebrew way of saying he had not had sexual relations with her. He pleads with God, asking whether He would destroy a righteous nation. Abimelech does not claim to be sinless in every way, but he insists that he and his people are innocent of this specific wrong. His question reveals his moral sensitivity and his trust in God’s justice. Some think he may have remembered the recent destruction of Sodom and Gomorrah, as if to say, “You justly destroyed a wicked people; will You also destroy a nation that is just in comparison?”

God later confirms Abimelech’s integrity in Genesis 20:6, saying He knows he did this with a sincere heart. This shows that God judges fairly, even when people act in ignorance.
