This matter

is by the decree of the watchers, and the demand by the word of the holy ones: to the intent that the living may know that the most High ruleth in the kingdom of men, and giveth it to whomever he will, and setteth up over it the basest of men. Daniel 4:17 (KJV)

Context: In this passage, King Nebuchadnezzar of Babylon had a dream that troubled him, and he sought an interpretation from Daniel. The dream revealed God’s judgment upon Nebuchadnezzar for his pride. Verse 17 is part of Nebuchadnezzar’s recounting of his dream (Daniel 4:5-18), where he describes the vision he received.

The “watchers” in this verse refer to angels or heavenly beings who carry out God’s commands. They are agents of God’s will, executing His decrees and judgments. The “holy ones” are also angels or divine beings, who speak the word of God and convey His messages.

The verse attributes the proclamation to “the word of the LORD,” indicating that the declaration comes directly from God rather than from any intermediate heavenly beings. It emphasizes that the statement is a divine decree intended to stand forever.

The purpose of the decree: The purpose of the dream and its interpretation was to make known to the living that the Most High, God Himself, rules over the kingdom of men. This highlights the sovereignty of God in human affairs.

God has ultimate authority over earthly kingdoms and has the power to appoint or remove rulers according to His will. He can exalt the humble or bring down the proud. This echoes the theme of God’s sovereignty found throughout the Bible.

The verse concludes by stating that God can set up over earthly kingdoms even the basest or lowliest of individuals. This means that God’s choices for leadership may not always align with human expectations. He can raise up leaders from unexpected places, highlighting His ability to work through anyone for His purposes.

Overall, Daniel 4:17 emphasizes God’s sovereignty over earthly kingdoms and His ability to appoint and remove rulers according to his will. It reminds believers that all human authority ultimately comes from God and should be acknowledged as such.
