Context
Deuteronomy records Moses’ speeches to Israel before they entered the Promised Land. Here he recalls an event from the wilderness journey, when the people asked for spies to be sent ahead (Deuteronomy 1:22-23). Moses directed the mission (Numbers 13:17).
Meaning
The verse describes twelve spies, one from each tribe, turning and going up into the hill country. They came to the valley of Eshcol and searched it out. The name “Eshcol” means “cluster,” pointing to the cluster of grapes the spies later cut down there (Numbers 13:23-24). Their mission was a careful reconnaissance of the land God had promised. They later brought back fruit and a report (Deuteronomy 1:25).

This exploration was not wrong in itself. It was a prudent step, directed by Moses and requested by the people.
