Genesis 36:41

“And these are the kings that reigned in the land of Edom before there reigned any king over the children of Israel.” This verse is part of the genealogical record of the descendants of Esau, also known as Edom. The chapter as a whole provides a detailed account of Esau’s descendants, including chiefs, kings, and various clans that emerged from his line. In this particular verse the focus is on the kings who reigned in the land of Edom before any king ruled over the children of Israel.
