Job 39:1

“Knowest thou the time when the wild goats of the rock bring forth? or canst thou mark when the hinds do calve?”

Job 39:1 is part of a larger portion of Scripture where God is answering Job out of the whirlwind. God is responding to Job’s questions and complaints about his suffering and the nature of God’s justice.
