And Shemaiah the son of Nethaneel the scribe, one of the Levites, wrote them before the king, and the princes, and Zadok the priest, and Ahimelech the son of Abiathar, and before the chief of the fathers of the priests and Levites: one principal household being taken for Eleazar, and one taken for Ithamar.

Context
This verse records a formal act in David’s organization of temple worship. The priests and Levites were divided into courses, or serving groups, so each family had its appointed time of duty. Shemaiah, a Levite and the son of Nethaneel, acted as scribe. He wrote down the official assignments in a public setting.
The witnesses included King David, the princes, Zadok the priest, Ahimelech the son of Abiathar, and the heads of the priestly and Levitical families. Their presence gave legal weight to the record. The process was transparent and accountable, not hidden or arbitrary.
Meaning
The verse shows a careful alternation between the two main priestly lines: Eleazar and Ithamar. Both branches of Aaron’s descendants received their share of service. This balance prevented any one family from dominating temple duties.
