Context

This verse closes a crisis in 2 Kings 3. Jehoram of Israel, Jehoshaphat of Judah, and the king of Edom joined forces against Moab. After marching seven days through the wilderness of Edom, the army and its animals had no water. The kings asked the prophet Elisha for help, and he promised that the Lord would supply water and give victory.

Meaning

The water arrived in the morning, at the very time of the daily offering. In the Old Testament, the “meat offering” was a grain offering presented with the morning burnt offering shortly after daybreak. The water came from the direction of Edom and filled the land, though no rain had fallen. This was a direct answer to the desperate need of the troops and their livestock.
