And Moses wrote this law, and delivered it unto the priests the sons of Levi, which bare the ark of the covenant of the Lord, and unto all the elders of Israel.

Context
Deuteronomy is part of the Torah, the first five books of the Bible. Moses wrote these books as the Israelites camped on the edge of the Promised Land, ready to enter after years in the wilderness. The book gathers the laws and instructions God had given His people during their journey.
Meaning
This verse shows Moses writing the law and handing it to two groups: the priests from the tribe of Levi and all the elders of Israel. The priests carried the ark of the covenant, a sacred chest that held the stone tablets of the Ten Commandments. The ark stood for God’s presence among His people. The elders were respected leaders who governed the tribes and taught the nation. By giving the law to both groups, Moses made sure God’s word would be kept safe, explained, and obeyed.
Moses had received the law directly from God on Mount Sinai (Exodus 31:18). That earlier moment explains why his writing and delivery carry such weight: he passed on what God had first given him. He did not keep the law for himself. He entrusted it to those who would lead and teach the people.

The act of writing and delivering the law sets a pattern for future generations. God’s word must be transmitted faithfully and reverently.
