Context
The book of Deuteronomy is part of the Torah, the first five books of the Bible traditionally attributed to Moses. It records Moses’ final speeches to the Israelites before they entered the Promised Land. Deuteronomy means “second law,” and it restates God’s laws and commandments for the new generation of Israelites.
Meaning
In this verse, Moses reminds the people that the LORD their God made a covenant with them at Horeb. The Hebrew word for covenant describes a binding agreement between two parties. Here it is the solemn relationship God established with Israel, formalized at Mount Sinai when He gave the Ten Commandments and the Book of the Covenant (Exodus 24:7–8). The phrase “our God” emphasizes the personal and communal bond between the LORD and His people.
Horeb is another name for Mount Sinai, the mountain where Moses received the Ten Commandments and other instructions from God. Before reaching Horeb, the Israelites had been liberated from slavery in Egypt and were journeying through the wilderness. At Horeb, God revealed Himself to the people in a unique way and gave them His laws, which formed the foundation of their relationship with Him and with one another.
The covenant at Horeb marked a decisive moment in Israelite history. It defined the terms of their relationship with God and set the standard for their conduct as a chosen people. The covenant established God’s authority, His expectations of His people, and the promise of blessings for obedience and consequences for disobedience. Biblical connections
