Context
This verse is part of Job’s reply to his friend Bildad. Job has been suffering greatly, and his friends insist that suffering comes from sin. Meaning
When Job says that God has “compassed the waters with bounds,” he means that God has set a firm limit on the seas. In ancient times, the sea often stood for chaos and danger.
