Joshua 5:4
And this is the cause why Joshua did circumcise: All the people that came out of Egypt, that were males, even all the men of war, died in the wilderness by the way, after they came out of Egypt.

Context
Israel had just crossed the Jordan and camped at Gilgal. Joshua circumcised the men there, and this verse explains why. The generation that left Egypt, all the males fit for war, had died in the wilderness during the forty years of wandering. Their deaths fulfilled God’s judgment on their unbelief and disobedience.
Meaning
The verse states the cause plainly: the old generation perished, so the new generation, born in the wilderness, had not received the covenant sign. Circumcision marked God’s covenant with Abraham and his descendants. By performing it on the new generation, Joshua brought them into that covenant relationship before they took possession of the Promised Land.

Joshua 5:5-7 clarifies that all who came out of Egypt were circumcised, but those born during the journey were not. The phrase “men of war” refers to those of military age, usually twenty years and older.
