Numbers 22:36

And when Balak heard that Balaam was come, hee went out to meete him, vnto a citie of Moab, which is in the border of Arnon, which is in the vtmost coast. Numbers 22:36 (KJV)

The book of Numbers, the fourth book of the Old Testament, records the Israelites’ journey through the wilderness toward the Promised Land. In chapter 22 the people are encamped in the plains of Moab, and Balak, king of Moab, becomes fearful of them because of their great numbers, their victories over other nations, and their reputation as a formidable force empowered and protected by God. Concerned that the Israelites might threaten his kingdom, Balak sends messengers to Balaam, a renowned diviner, asking him to curse the people of Israel.

Balak hears that Balaam has arrived and goes out to meet him in a city of Moab that lies on the border of the Arnon River, on the extreme edge of Moab’s territory. His intention is to persuade Balaam to pronounce a curse that would weaken Israel and give Moab an advantage. This encounter is pivotal, setting the stage for the dramatic events that follow. Although Balak seeks a curse, God’s sovereignty is displayed when Balaam ultimately blesses Israel, showing that no human plan or supernatural manipulation can overturn God’s purposes.
