Numbers 23:21
He hath not beheld iniquity in Jacob, neither hath he seen perverseness in Israel: the Lord his God is with him, and the shout of a king is among them.

Context
Numbers 23:21 comes from Balaam’s second oracle. Balak, king of Moab, hired Balaam to curse Israel, but God overruled the prophet’s words. Instead of a curse, Balaam pronounced a blessing. The immediate setting, Numbers 23:19-20, stresses that God does not change like a human and that His blessing cannot be reversed. This oracle is part of a larger story where God protects His people from planned harm. Balaam spoke under God’s inspiration, even though he had been hired to do the opposite. Meaning
God does not behold iniquity or perverseness in Jacob or Israel. This does not mean the people were sinless. Rather, because of His covenant relationship with them, God forgives their sin and does not count it against them. The phrase “the LORD his God is with him” affirms God’s abiding presence, guiding and protecting His people. The “shout of a king” among them points to God’s royal authority and joyful rule over Israel.
