Numbers 25:4
And the Lord said unto Moses, Take all the heads of the people, and hang them up before the Lord against the sun, that the fierce anger of the Lord may be turned away from Israel.

Context
Israel camped in the plains of Moab near the end of their wilderness journey. The people fell into sexual immorality and idolatry with Moabite women, worshiping Baal of Peor (Numbers 25:1-3). This sin broke their covenant with God and provoked His righteous anger. The leaders were especially responsible, for they had allowed and even encouraged this rebellion.
Meaning
The LORD commanded Moses to take the heads, or leaders, of the people and hang them up before the LORD against the sun. This public display in broad daylight made the judgment visible to all. The leaders bore responsibility because they guided the people into sin. God’s anger was fierce, showing the seriousness of their disobedience. The purpose was to turn away His anger and restore the covenant relationship. Such judgment was not cruel but necessary to purge evil from the community.
