And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon.

Context

The Greek word translated “another” (allos) indicates another of the same kind, linking this beast to the first. Its rising “out of the earth” contrasts with the first beast, which came “out of the sea” (Revelation 13:1). The earth often represents a more settled, civilized sphere of influence, whereas the sea represents chaos and the nations. The two horns may symbolize a union of civil and religious power, or a lesser authority compared to the ten horns of the first beast, though the text does not specify. This verse sets the stage for the second beast’s role in deceiving the inhabitants of the earth, performing miracles, and promoting worship of the first beast (Revelation 13:12-15).

Application

The passage warns believers to discern true spiritual authority by listening to what a teacher or power actually says, not merely by its outward religious appearance.

The false prophet’s deceptive tactics, coupled with his false religious authority, will lead many astray.
