Context

This verse belongs to a list of cities given to the Levites, the tribe set apart for service in the tabernacle and later the temple. The Levites received no single territory of their own. Meaning

Heshbon had been the royal city of Sihon, king of the Amorites, a stronghold Israel conquered on the way to the Promised Land. Jazer also lay in the territory of Gad. By giving these cities to the Levites, God turned former enemy strongholds into homes for those who taught His law and led worship. The suburbs, or pasturelands, provided for the Levites’ practical needs, showing that God cares for the physical well-being of those who serve Him. The Levites did not own land as the other tribes did, yet God made sure they had a place to live and means to sustain themselves and their families.

The history of these cities carries a warning. In later years, the regions of Heshbon and Jazer became known for fruitful vines and abundant harvests. He is able to take the battlegrounds of our past, places of struggle or failure, and turn them into places of peace and fruitful service for His kingdom. When we feel displaced or without a secure inheritance, we can remember that God sees our needs and provides for those who trust Him.
