Meaning
Paul begins by stating that the will of God is the sanctification of believers. Sanctification is the process of being set apart and made holy by God. It involves both an initial act of God’s grace at salvation and a continuing work of the Holy Spirit in a believer’s life. This sanctification has internal and external aspects. Internally, the Spirit produces spiritual life, divine light in the understanding, a bending of the will to God’s will, and the settling of the affections on divine things. Externally, it results in holiness in life and conduct.
Paul specifies one aspect of sanctification: abstaining from fornication. Fornication refers to any sexual activity outside the bounds of marriage, including premarital sex, adultery, and other forms of sexual immorality. God’s design for human sexuality is within marriage, and any deviation from that standard is sin. This command was especially relevant because such sin was common among the Gentiles and not regarded as sin by them. Paul emphasizes that even simple fornication is not to be allowed, much less other acts of uncleanness.
The will of God is both the will of his purpose and decree, and the will of his command, which is holy, just, and good. This verse serves as a reason to enforce the exhortation to live a holy life. The command to abstain from fornication is a branch of external holiness, and Paul enlarges on this subject in the following verses.
Application
Sexual Purity: The verse reminds believers of the importance of maintaining sexual purity, refraining from any sexual activity that falls outside the boundaries of God’s design.

This includes making deliberate choices to honor God with our bodies and relationships, knowing that such obedience flows from a heart transformed by His grace.
