Context
This verse closes a chapter that records the fall of the northern kingdom of Israel. Because the people persistently disobeyed God and adopted pagan worship, the Assyrians carried them into exile. The Assyrian king then brought foreigners into the land and sent a priest to teach them how to worship the LORD. This instruction was given to those newly settled peoples, urging them to fear God alone.
Meaning
To “fear the LORD” here means deep reverence and awe, not terror. It includes both inward devotion and outward obedience to God’s revealed will. The promise of deliverance is conditional: it belongs to those who fear and serve God as He requires.
