Exodus 19:9
And the Lord said unto Moses, Lo, I come unto thee in a thick cloud, that the people may hear when I speak with thee, and believe thee for ever. And Moses told the words of the people unto the Lord.

Context
This verse stands in the Sinai narrative, as God prepares Israel to receive the Ten Commandments and enter His covenant. In Exodus 19:7-8, Moses has already told the people God’s words, and they have answered, “All that the LORD hath spoken we will do.” Moses then reports their reply to God. Now the LORD announces that He will come to Moses in a thick cloud, so the people themselves may hear when He speaks.
Meaning
The thick cloud is a visible sign of God’s presence and holiness. Throughout the Old Testament, clouds accompany divine revelation, as at Sinai (Exodus 19:16, 20:21) and later in the temple (1 Kings 8:10-11). Here the cloud serves a clear purpose: the people will hear God’s voice with their own ears. This public hearing removes any doubt that Moses speaks for God. The sign is meant to make the people “believe thee for ever,” establishing lasting trust in Moses as God’s chosen mediator.
The verse also shows Moses’ role as a faithful intermediary. He carries God’s words to the people and the people’s words back to God. This two-way communication reflects the covenant relationship: God speaks, and His people respond. Moses stands between them, not as a barrier, but as a bridge.
