As for the Jebusites the inhabitants of Jerusalem, the children of Judah could not drive them out: but the Jebusites dwell with the children of Judah at Jerusalem unto this day.

Joshua 15 records the territory allotted to the tribe of Judah. This verse closes that allotment with a striking note: the Jebusites, the inhabitants of Jerusalem, could not be driven out by the children of Judah, and they continued to dwell with them in Jerusalem. The Jebusites were one of the Canaanite nations that Israel was commanded to drive out of the land (Deuteronomy 7:1-2). Their stronghold was the city of Jerusalem, a well-fortified hilltop city.

The verse highlights an incomplete victory. The children of Judah could not drive out the Jebusites, and the Jebusites remained in Jerusalem. This failure had several possible reasons. The people of Judah may have lacked faith in God’s promises and strength, doubting their ability to capture such a fortified city. Jerusalem’s strong defenses and the Jebusites’ fierce resistance also made the conquest difficult. Another perspective is that God allowed the Jebusites to remain as a test of Israel’s obedience and commitment, a lesson to trust and rely on Him more fully.

The presence of the Jebusites represented incomplete victory over the enemies of Israel. It served as a reminder that the Israelites had not fully claimed the land as God intended. The coexistence of the Jebusites with the children of Judah likely led to challenges and negative influences, as the Jebusites were idolatrous and followed different religious practices. This failure would have consequences for future generations.

The parallel account in Judges 1:21 states that the tribe of Benjamin also failed to drive out the Jebusites from Jerusalem, indicating that the city lay on the border between Judah and Benjamin and that neither tribe fully conquered it. The Jebusites held the stronghold of Mount Zion until the time of King David, who eventually captured Jerusalem (2 Samuel 5:6-10). David’s conquest fulfilled God’s plan for Jerusalem to become the capital of Israel and the site of the temple later built by Solomon.

Joshua 15:63 teaches several important lessons. It reminds us of the importance of trusting in God’s promises and faithfully obeying His commands, even in the face of challenges and seemingly impossible situations. It serves as a warning against complacency and settling for partial victories in our spiritual lives. We should strive for complete victory over sin, worldly influences, and anything that hinders our relationship with God.

Despite the failure of the Israelites, God remained faithful to His promises and eventually fulfilled His plan for Jerusalem through King David. This encourages us to trust in God’s sovereignty and His ability to bring about His purposes, even in our moments of weakness. The verse underscores the ongoing challenge the Israelites faced in fully possessing the land and the spiritual lesson of not settling for partial victories.
