Numbers 18:28
Thus ye also shall offer an heave offering unto the Lord of all your tithes, which ye receive of the children of Israel; and ye shall give thereof the Lord’s heave offering to Aaron the priest.

Context
In Numbers 18, God gives Aaron and his sons the priesthood and assigns the Levites their duties around the tabernacle. Because the Levites received no land inheritance among the tribes, God gave them the tithes of the Israelites as their portion (Numbers 18:24). This verse commands the Levites to take a tenth of what they received and offer it as a heave offering to the Lord, giving it to Aaron the priest. This was a “tithe of the tithe” (Numbers 18:26), a portion lifted out and presented to God.
Meaning
The heave offering was a physical act of worship, signifying that even what was given to support the priests and Levites belonged ultimately to God. Here, the Levites were to give a tenth of what they had received. This showed that no one was exempt from giving back to the Lord. Even those who received from others had to offer a portion back to God. This pattern taught that all blessings come from Him and that a portion should be returned in gratitude. The instruction established a system of stewardship where all provision is acknowledged as coming from God.

This arrangement ensured that both the Levites, who served in the tabernacle, and the priestly family were sustained by the community’s offerings.
