Context
This verse belongs to the instructions for the daily offerings in the tabernacle. Each morning and evening, the Israelites presented burnt offerings to the Lord, and this verse describes the flour offering that accompanied them. The flour offering, also called the meal or grain offering, was made of fine flour mingled with oil. It was a bloodless gift that acknowledged God as the source of every blessing. Meaning
The verse gives exact amounts: three tenth deals of flour for each bullock and two tenth deals for each ram. A tenth deal was a fixed measure, so these numbers show that God required precise and orderly worship. The fine flour speaks of purity, and the oil speaks of the Spirit’s anointing. Together they taught the people that their daily labor and produce belonged to God. The grain offering, being bloodless, consecrated the fruit of the land and human work to Him.

The same quantities appear in Numbers 15:4-10 and Numbers 28:20, confirming that these rules were consistent throughout Israel’s worship.
