They also that dwell in the uttermost parts are afraid at thy tokens: thou makest the outgoings of the morning and evening to rejoice.

The word “tokens” refers to God’s visible acts in nature and history, such as the rain and harvest mentioned earlier in the psalm. The “outgoings of the morning and evening” mean the going forth of the sun and stars, or the times of dawn and dusk. God commands these daily transitions, and He fills them with gladness. The verse contrasts the awe of distant peoples with the joy of all creation under God’s sustaining hand.

In the Old Testament, morning and evening were set times for prayer and offerings in the Temple (Exodus 29:39, Numbers 28:4). These moments of devotion were meant to be joyful.
