Psalms 9:12

When he maketh inquisition for blood, he remembereth them: he forgetteth not the cry of the humble.

Psalm 9 is a song of thanksgiving and praise to God for His righteous judgments and deliverance. The psalmist trusts in God’s sovereignty and justice, even when enemies seem to prosper. The second half, “he forgetteth not the cry of the humble,” repeats this truth for emphasis. God is both just and compassionate: He punishes evil and hears the pleas of the needy.
