So David reigned over all Israel, and executed judgment and justice among all his people.

This verse closes a chapter that records David’s victories over the Philistines, Moabites, Ammonites, and other surrounding nations. The word “So” links his just rule at home to the God-given success he had in war. David did not use his power for his own honor. Instead, he used it to govern all Israel with fairness.
