Blessed is the man whom thou chastenest, O Lord, and teachest him out of thy law;

Context
Psalm 94 is a prayer for justice against the wicked. In verse 12, the writer turns from judgment to a quiet truth: the person whom God corrects is truly happy. This blessing stands in contrast to the proud who oppose God.

The word “Blessed” means a deep well-being, not just outward comfort. The psalmist says a person is blessed when the Lord chastens him and teaches him out of His law.
