Psalms 19:7
The law of the Lord is perfect, converting the soul: the testimony of the Lord is sure, making wise the simple.

Context
Psalm 19 comes from King David. The first half of the psalm praises God for the glory of the heavens. The second half, beginning with this verse, praises God for the glory of His Word. The verse presents two names for Scripture and two results it brings.
Meaning
“The law of the Lord” means God’s instruction and teaching. The Hebrew word for law is “torah,” which covers all that God has revealed. The word “perfect” means complete and whole, lacking nothing needed. God’s law is flawless in design and purpose. Unlike human rules, it never needs correction.
The law “converts the soul.” The Hebrew word here can mean restoring, refreshing, or reviving. God’s Word renews the innermost part of a person. It brings repentance and a changed heart, drawing people closer to God.
“The testimony of the Lord” is God’s reliable witness to His character and truth. It is “sure,” meaning trustworthy and faithful. People can depend on it completely.
The testimony “makes wise the simple.” The simple are those who are naive, inexperienced, or easily misled. They are not necessarily unintelligent. Through Scripture, even such people gain practical wisdom and moral discernment. God’s Word gives them the ability to make right choices.

This verse does not teach that keeping the law saves a person by works. Instead, God’s revealed truth is the instrument He uses to restore and instruct His people.
